FHFA’s Duty to Serve: Fannie and Freddie’s Obligations to the Manufactured Housing Market


Prosperity Now and the National Consumer Law Center held a webinar to discuss the recently released Duty to Serve proposed rule from the Federal Housing Finance Agency. The Housing and Economic Recovery Act of 2008 (HERA) established a duty for Fannie Mae and Freddie Mac to increase liquidity and improve capital distribution to three underserved markets: manufactured housing, affordable housing preservation and rural markets. This webinar only covered the portion of the rule that addresses manufactured housing. The webinar focused on the discussion of the rule itself, what was left out, implications for homeowners, communities, and the industry, and possible strategies for comments on the rule.
